On Tuesday, lawmakers in the Republican-governed US state of Arkansas became the first in the country to ban specific treatment types to transgender youth under the age of eighteen, irrespective of parental consent. It is to become law at the earliest by the 91st day after the legislative session’s recess, or July 30.

While vetoed by the state’s governor Asa Hutchinson on Monday, House Bill 1570, or the Save Adolescents From Experimentation Act was overturned 25–8 in the state Senate and 72–25 in the House of Representatives, prohibiting any healthcare professional from providing puberty blockers, cross-sex hormone therapy or gender-affirming surgery to anyone under the age of eighteen, as well as referring them to other providers.

Representative for Arkansas’ District 87 Robin Lundsturm said “[t]hey need to get to be 18 before they make those decisions”.

This ban also applies to those minors who are already receiving such treatments. The punishment will be a loss of medical licence.

While praised by conservative organisations such as The Family Council, Governor Hutchinson called the bill “a product of the cultural war in America”. In a statement Governor Hutchinson said, “I do hope my veto will cause my Republican colleagues across the country to resist the temptation to put the state in the middle of every decision made by parents and health care professionals”.

The American Academy of Pediatrics, representing 67 thousand paediatricians nationwide accused the bill of depriving young people of the medical care they need. Medical director at the University of California San Francisco Madeline Deutsch said of transitioning treatment “[t]here’s a general consensus among professionals in this field” that “[t]here’s tons of solid science supporting this approach”, and division head of adolescent and young adult medicine at a children’s hospital in Chicago Dr Robert Garofalo called it as “perpetuat[ing] the very things we know are harmful to trans youth”.

Executive director of the Arkansas American Civil Liberties Union (ACLU) Holly Dickson condemned the act’s proponents as “[disregarding] widespread, overwhelming, and bipartisan opposition to this bill and [continuing] their discriminatory crusade against trans youth […] to block trans youth from the care they need simply because of who they are is not only wrong, it’s also illegal, and we will be filing a lawsuit to challenge this law in court”. The institution is preparing for litigation; according to deputy director for transgender justice with the ACLU’s LGBTQ & HIV project Chase Strangio, “[w]e will always have your back and will be relentless in our defense of your rights.”

The bill’s passage comes after similar anti-transgender legislation in Arkansas and other states, including legislation signed by Hutchinson March 25 banning transgender girls and women from competing with their gender identity in sports, described by Dickson according to the AP as “discriminatory and shameful”.

After the lawmakers enacted this ban, pro-LGBTQ rights group the Human Rights Campaign said over 100 bills targeting transgender people have been filed, with bills of similar nature proposed in 20 states or more.

Brazil —The Post Office and Vote Buying parliamentary commissions of investigation unanimously approved on Thursday (1) their first joint preliminary report of activities. The text was prepared by their redactors, Osmar Serraglio (PMDB) and Ibrahim Abi-Ackel (PP), from Post Office and Vote Buying commissions respectively.

The deputies cited in the report are: Carlos Rodrigues (PLRJ), José Janene (PP-PR), Pedro Correia (PP-PE), Pedro Henry (PP-MS), Sandro Mabel (PL-GO), João Magno (PTMG), João Paulo Cunha (PT-SP), José Borba (PMDB-PR), Josias Gomes da Silva (PT-BA), Paulo Rocha (PT-BA), Professor Luizinho (PT-SP), Romeu Queiroz (PTB-MG), Vadão Gomes (PP-SP), Vanderval Santos (PL-SP), José Mentor (PT-SP), Roberto Brant (PFL-MG), José Dirceu (PT-SP) and Roberto Jefferson (PTB-RJ).

The report indicts 18 Brazilian deputies and the former deputy Valdemar Costa Neto [who resigned on August 1]. They are accused of illegal campaign finance activities, of placing cronies in strategic positions in government enterprises and getting kickbacks from them, and of receiving cash payments in exchange for voting in line with the government in the Brazilian Congress.

The redactors called the allegation made by some parliamentarians that the resources were used to settle debts with electoral campaigns a “lame excuse”. According to them it is “perfectly plausible” that the loans taken by the businessman Marcos Valerio at the Banco Rural and the BMG for the ruling Workers’ Party (PT) were false and created to make the illegal funds seem legal.

In regards to the denunciations done by deputy Roberto Jefferson (PTB) the report says:

  • Everything which he said that could be investigated showed to be true, including confessions against himself .
  • Everything that must be compared to other testimonies showed a great degree of truth. As a matter of fact, all of who, hurriedly, questioned him, saw their defenses collapse, before the successive discoveries.

According to the report, the businessman Marcos Valério is a not reliable person because of his contraditory testmonies.

The report says that several documents were identified and reviewed proving that large sums of money were withdrawn from agencies of the Rural Bank, in Brasilia and Belo Horizonte, as well as from bank accounts of the enterprises SMPB and DNA Propaganda. According to the documents the beneficiaries were federal deputies who received the money in person or through relatives, advisers, or persons nominated by Marcos Valério.

The report affirms that it is possible that some payments were made on a monthly basis, and others more or less frequently. Nevertheless, according to the report the periodicity of the payments is the less important fact.

On Tuesday, South Korea staged a huge military parade to mark its armed forces’ 65th anniversary in a display of long-range missiles considered a direct threat to North Korea. 11,000 troops and 190 different weapons systems were on display in the parade. Wikinews interviewed several specialists about the parade’s possible significance.

Denunciations of corruption, bribe, collection of bribes from refugees [1] and of sexual scandal involving the peacekeepers [2], [3] threaten the Organization of the United Nations (UN).

The gravest denunciations involve the aid project to Iraq, called Oil-for-Food. Grave denunciations of bribe exist, superfluous accounting and collaboration with the ex-dictator Saddam Hussein, against staff of the UN, companies and politicians of several countries. Even the secretary of the UN, Kofi Annan was suspicious of participation in the plan of corruption. And also grave doubts still hover about his son, Kojo Annan.

The gravity of the denunciations threatens not only the credibility of the UN, but its existence.

Traditional public relations yields a common problem called Placement Crash, which is like a sugar crash in business something that gives you a brief high, but bottoms out fast and leaves you with nothing.

For instance, one big media hit can bring volumes of visitors to your web site — but did the PR firm, the online communications expert or anyone in the marketing department devise a strategy to leverage that traffic and Capture the Conversation during and after peak traffic to drive sales or solidify new relationships?

My guess is the answer to that question is NO.

Do excited or curious new visitors arrive at the web site, only to find a disappointingly stale home page full of corporate marketing-speak, dull self-serving press releases, and untargeted and out-of-date content?

My guess the answer to that question is unfortunately YES.

The skills, practice and application of media relations and generating media exposure through mainstream media channels ends once the story is run. Upon confirmation for publication or broadcast, the PR person is on to the next pitch. You can t blame them, it s their job and how they have been taught to do it, although it is a terrible disservice to not only the client, but to themselves.

The value is in continuing the successful media relations effort online to track sales, generate new leads and engage in a meaningful conversation with, now because of the great story- emotionally available customers.

Imagine this scenario: A new DNA testing company gains exposure on a prominent national morning show. Millions of people see the show s anchor take the test and discuss the impact of genes and diet. Of those millions of people thousands go the DNA testing company s web site, and when they get there, they see a message welcoming the viewers and sign up form to join an upcoming teleconference with the lead scientist in the company to answer questions about the product and the application of the science. Of those individuals that attended the teleconference, 200 of them purchased the product resulting in over $40,000 dollars in sales.

So instead of generating monthly billing reports that attempt to justify the public relations budget using antiquated measurements such as Ad Value Equivalency, the PR team can now confidently state the number of new business leads or sales generated online through the mainstream media placement.

Great media exposure holds tremendous value – but its just not enough. When access to information via the internet through search and the proliferation of two-way conversation tools such as blogging give the customer easy and instant access to critical decision making information, connecting with the customer online is a critical success factor. If you re not participating in that conversation, I can guarantee you someone else is and you better hope it s not your competition.

It s like the early 1980s, when direct mail experts explained how direct mail can drive new customers but never mentioned how to coordinate direct mail with other marketing and sales tactics. Later, companies wised up by integrating advertising, telemarketing, and direct mail into coherent, integrated marketing campaigns.

The same integration needs exist today. The barrier to success is obtaining the skill sets and knowledge needed to integrate the disciplines of public relations with search visibility, and online sales and marketing. Successful PR teams have a balance and mix of media and journalism skills to accompany techie, online analytical and search visibility expertise.

Form my experience I can tell you there are very few individuals able to straddle both sides of the media/techie fence, which is why team integration and strategic communications leadership supported by analytical data will be the difference between market success and failure.
