The new President of France, Nicolas Sarkozy has appointed François Fillon to head the new French government. Fillon’s predecessor Dominique de Villepin stepped down yesterday, and formally handed over the post during a ceremony today.

The nomination did not come as a surprise after the British newspaper the Financial Times had reported on May 8 that Sarkozy had introduced Fillon to Tony Blair in a telephone conversation.

François Fillon (53) has been the political advisor of Sarkozy in the UMP for the past 2 years, and he was Sarko’s campaign leader during the recent presidential elections. Fillon has experience in negotiating with the trade unions, having undertaken controversial reforms of the 35-hour workweek and the pension system. Sarkozy in his inauguration speech on Wednesday reiterated his plans to reform the French labour and social system, and Fillon will have to oversee these reforms as the new Prime Minister. Sarkozy said he wants to make the economy more flexible and lessen social tensions.

I expect I’ll end up being the first French premier with a Welsh wife.

The Guardian reported that Fillon is an Anglophile; his wife Penelope Clarke, with whom he has 5 children, was born in Wales. Ideologically, Fillon is being described as a moderate left-leaning member of the conservative UMP party.

Fillon had his first experience as a minister in 1993 when he became Minister for the Higher education and Research under PM Édouard Balladur. He later became Minister for the Post office, Telecommunications and Space, then Minister for the social Affairs, Work and Solidarity, and finally Minister for national Education, the Higher education and Research. At the university, he studied public law and political sciences.

Sarkozy might announce his cabinet of 15 ministers as early as Friday, half of which are going to be women, he said. Fillon will lead the UMP in the parliamentary elections next month. A poll on Wednesday predicted a 1.5% increase in votes for the UMP, up to 40%, compared to 28% status-quo for the allied socialists.

Reports say that Sarkozy has offered the foreign minister post to Bernard Kouchner, co-founder of Médecins Sans Frontières, who is seen as being on the left in French politics.

The Hong Kong legislative election was held on Sunday, with a record-breaking turnout of around 2 million voters and turnout rate of 58%. The results show the anti-establishment camp successfully maintained a majority in the geographical constituencies’ seats thus veto power to any members’ bills, and also a minority larger than a third to veto any bills featuring major political reforms. Young and new faces emerged in the new council members, as veteran politicians stepped down in both the anti-establishment and pro-Beijing camps.

In the New Territories West geographical constituency, nonpartisan pan-democrat Eddie Chu was elected with 84,121 votes, the most given to any list in the geographical constituencies. Other anti-establishment candidates elected in this district were localist camp’s Cheng Chung-tai of Civic Passion, pan-democracy camp’s Kwok Ka-ki and Andrew Wan of respectively Civic Party and the Democratic Party. The pro-Beijing camp candidates elected were New People Party’s Michael Tien, DAB’s Ben Chan and Leung Che-cheung, FTU’s Alice Mak and pro-establishment nonpartisan Junius Ho. Two pan-democratic veteran politicians Lee Cheuk-yan of the Labour Party and Frederick Fung of ADPL were defeated in this constituency, with Junius Ho defeating Lee Cheuk-yan by around five thousand votes.

In the New Territories East geographical constituency, pan-democracy camp councillors Alvin Yeung from the Civic Party, Fernando Cheung of the Labour Party, Raymond Chan of People Power, and Leung Kwok-hung of LSD were successfully elected. Pan-democrat Lam Cheuk-ting from the Democratic Party and localist group Youngspiration’s Baggio Leung were successfully elected newcomers. For the Pro-Beijing camp, Elizabeth Quat of DAB was elected with 58,825 votes, the highest in the constituency. Other pro-Beijing candidates elected in this constituency were Gary Chan of DAB and Eunice Yung of New People’s Party. Pan-democrat Gary Fan of the Neo Democrats failed to get re-elected in this constituency, and resigned from his leadership in his party due to its election defeat.

In the Hong Kong Island geographical constituency, pro-Beijing New People Party’s Regina Ip was re-elected with 60,760 votes. Other pro-Beijing elected were FTU’s Kwok Wai-keung and DAB’s Horace Cheung. Demosisto’s Nathan Law earned a surprise victory as second place in the constituency with 50,818 votes, and becomes the youngest Legislative Council member in Hong Kong’s history. The other two anti-establishment camp elects were Hui Chi-fung from the Democratic Party and Tanya Chan of the Civic Party, both considered to be in the pan-democracy camp. Pan-democrat veteran Cyd Ho from the Labour Party lost her seat in this constituency.

In the Kowloon West geographical constituency, pro-Beijing councillors Ann Chiang of DAB and Priscilla Leung of BPA were successfully re-elected, as well as pan-democratic councillors Claudia Mo of the Civic Party and Wong Pik-wan of the Democratic Party. The rest of the candidates elected in this constituency were young and relatively new activists from the localist camp, Lau Siu-lai and Youngspiration’s Yau Wai-ching. Yau Wai-ching defeated another localist camp candidate, veteran politician Raymond Wong of the Proletariat Political Institute, by 424 votes.

In the Kowloon East geographical constituency, pro-Beijing district councillor Wilson Or was elected with 51,516 votes, the highest in this constituency. Nonpartisan Paul Tse and Wong Kwok-kin of the FTU were successfully re-elected. Pan-democracy camp councillor Wu Chi-wai of the Democratic Party was elected. Civic Party’s Jeremy Tam was elected for the first time. Localist group Civic Passion’s Wong Yeung-tat was defeated in this district, and resigned his leadership in Civic Passion.

In the District Council (Second) functional constituency, commonly know as “Super District Council” seats, pan-democracy camp’s Kwong Chun-yu of the Democratic Party received 491,667 votes, the highest in this constituency. Other pan-democrats elected were Leung Yiu-chung of NWSC and James To of the Democratic Party. Pro-Beijing DAB’s Starry Lee and Holden Chow were successfully elected in this constituency, while pro-Beijing veteran politician Wong Kwok-hing of FTU was defeated by 10,694 votes by James To.

In traditional functional constituencies, the pan-democracy camp gained a seat from the pro-Beijing camp. Shiu Ka-chun of the Social Welfare constituency defeated their opponents, hence the pan-democrats’ seats in the functional constituencies increased from 9 to 10. Also, an independent who does not claim to belong to either camp, Edward Yiu of the Architectural, Surveying, Planning and Landscape constituency, defeated his opponents and was elected.

The turnout of this election was the highest in the history of Legislative Council elections, with around 2 million voters voted and a turnout rate of 58%. At a polling station in Taikoo of the Hong Kong Island constituency, after the polls closed at 22:30, with the long queues outside the station the last ballot there was cast at 02:30 the next day, four hours after the last person was allowed to join the queue. The previous general legislative election in Hong Kong was before the 2014 protests. The election elects 70 members of the Legislative Council.

The Eleventh International Human Rights Documentary Film Festival opened Friday in the Red Hall of the Kyiv Cinema House, in Kyiv, Ukraine. The festival spans eight days, ending on March 28.

Competition programs are divided into DOCU/Right, DOCU/Life, and DOCU/Short. Each program has its own jury that consists of famous human rights activists, film producers, directors, critics, writers etc. Among them are Andrzej Poczobut (Belorus), Natalka Zubar (Ukraine), Oksana Sarkisova (Hungary), Boris Miti? (Serbia), Chris McDonald (Canada), Simone Baumann (Germany), Andrei Zagdansky (Ukraine), Victoria Belopolskaya (Russia), and Stephanie Lamorre (France). Students’ Jury and Audience Awards are also to be given. The Organizing Committee is to award an Andriy Matrosov Award.

Non-competition programs are divided into areas titles Ideorruption, DOCU/Ukraine, DOCU/Riot, DOCU/Art, DOCU/Best, HOT DOCS presents, Artdocfest presents, and Andrei Zagdansky Retrospective.

The best films are also to be shown during Docudays UA Travelling Festival.

The opening film was called Euromaidan: Rough Cut. It was a combination of shots of different film directors that have been filming the protests in Ukraine during these past four months. Organizers and creators explained, “This is what it is. It is actually a ‘rough cut’. It is a collection of different episodes”.

The festival was first held in 2003, called at that time Docudays on Human Rights. In 2006 the festival was accepted as part of the international Human Rights Film Network at the International Documentary Film Festival Amsterdam. It is usually held during the last week of March.

A large forest fire in Kassandra on the Chalkidiki peninsula, close to Greece’s second biggest city, Thessalonika, in Central Macedonia region, has resulted in one dead German tourist and injury to hundreds of locals and other tourists. The fire, which broke out Monday afternoon, had a front of some 20km in length as it burned through pine forest in Polychrono, Hanioti, Pefkohori and Kryopigi. Approximately 4,000 hectares (8,500 acres) of forest have been destroyed along with about 20 buildings.

The Hellenic Ministry of Mercantile Marine had sent five coastguard ships to the coasts of Kassandra to help tourists evacuate the beaches – sending them to the opposite coasts of Sithonia to escape the fires. According to the British Foreign Office and UK tourist operators, more than 1,500 British tourists were in the area of Chalkidiki when the fire started. Local authorities report that a German tourist was found dead during his efforts to save his family in the coast.

According to AFP reports, in the western point of the peninsula more than 260 firemen, along with troops of the Greek army and volunteers, are struggling to extinguish the fires that continue to burn.

Referring to the fire on the Chalkidiki peninsula, PASOK president George Papandreou criticised the Greek government for what he called its inability to coordinate and promptly address the problem. The response from the Greek government to the major fire that broke out in northern Greece was not at all slow, the governmental spokesman told media on Tuesday.

However, the fire in Kassandra, Chalkidiki has provoked criticism from most of the Greek media against the government, which is blamed for not being ready to tackle such a situation. MPs of the opposition announced to the media that they are ready to officially question the ability of the government to prevent such disasters in popular tourist destinations of Greece like Chalkidiki.

A week-long lockdown began at midnight yesterday in the City of Orange, Blayney Shire, and Cabonne Shire local government areas in New South Wales (NSW), Australia, after a local resident was infected with COVID-19 by a truck driver at the Nestlé Purina PetCare food factory in Blayney, which the driver had visited daily from July 13 to 16.

The decision to go into lockdown follows what ABC News described as a “crisis cabinet meeting” of the New South Wales government. Under the new regulations, residents of the three areas will only be permitted to leave their homes for “essential” reasons. Shops, schools, and construction are remaining open. Five sites in Orange have been listed as exposure venues, and people who visited one or more are advised by NSW Health to get tested for the coronavirus and to self-isolate for two weeks.

A lockdown in the Greater Sydney area, including the Blue Mountains, Wollongong, Shellharbour, and Central Coast, has been ongoing since June 26 due to an outbreak of the Delta variant of COVID-19. New South Wales yesterday recorded 78 new cases of COVID-19. The Western NSW Local Health District has put hospitals on red alert, limiting visits.

Location will be important so too will the accessibility of local amenities, work and sites of attraction. Within the city centre and outlying neighbourhoods there are properties which will be of interest and within the price range of most peoples budgets.

Macomb, New York Councilman Steve Burke took some time to speak with Wikinews about his campaign for the U.S. Democratic Party’s 2016 presidential nomination.

Burke, an insurance adjuster and farmer, was elected councilman in Brookhaven, New York in 1979. He left the town after being accused and found not guilty of bribery in the 1980s. Since 1987 he has served as Macomb councilman off-and-on and currently holds the post. From 1993 to 1996 and 1999 to 2002 he worked as chairman of the Democratic Party of St. Lawrence County, New York. Among his many political campaigns, Burke unsuccessfully sought the Democratic Party’s presidential nomination in 1992 and recently attempted to run for U.S. Congress in 2014 but too many of his ballot petition signatures were found invalid. Burke filed with the Federal Election Commission to run for president in the 2016 election on September 18, 2015 and has qualified for the first-in-the-nation New Hampshire Primary.

If youve had an accident whilst in a public environment this could be an uneven pavement and or footpath, a wonky slab, slip, tripped or fallen in a shop, shopping centre, and leisure centre and or a caf or restaurant. If any of these happened to you and youve been injured as a result of the accident in a public place then you may be entitled to claim compensation.

Thousands of people slip, trip or fall every year in public places as its a common accident. Public environments need to prevent his from happening so much by taking into effect their health and safety regulations carefully and not just forgetting what they are and not putting them into action. If you do have an accident in public you should write it in an accident book if there is one. To make a successful compensation claim you will need to prove there liable for your accident. Any public building are bound by law to keep all areas clean, free of obstructions, dry no wet floors if they are wet put down signs and mats if possible and anything else that can make an area unsafe for the public. If the accident is to do with uneven roads, pavements etc. the claim is with the local authority that looks after all roads, pavements in their area.

To prove the buildings owners or local authority are liable for your public accident you will need to gather any witnesses who saw your accident who will be able to give evidence on what you slipped, tripped or fell over, take photographs especially if the accident was that of an uneven pavement or road this is your proof take photographs of the uneven part as well as the whole road and road name if possible to prove its exactly where you injured yourself.

Its your legal and civil right to claim compensation for something that wasnt your fault but someone elses, in this case this may be a shop owner, building owner or the local authority. You need to be strong and get a good solicitor to help you along the way of claiming the compensation you deserve. You may have not only injured yourself but have had to pay medical costs, had unpaid leave from work meaning loss of earnings as well as any other costs you may have had to pay due to your injury. Get a solicitor who specializes in accidents in public environments, they will then know how to make your case a successful one.

If youre thinking you cant afford a solicitor why not get a solicitor who works on a No Win No Fee basis. This means that you dont have to pay them a penny. They will only take on cases that they think have no chance of failing. If you win your case you still receive your full compensation the solicitor claims there costs for helping you from the losing party and if you lose your case they go away unpaid, thats why if they take you on you have a very good chance of getting the compensation you deserve!
